Policy Role of Members <br />Public officials must respect the roles defined in the City’s governance structure. As outlined in the San <br />Leandro City Charter, the City Council determines City policy, while the City Manager and staff execute <br />those policies. Public officials should not interfere with the professional duties of City staff or <br />undermine their ability to implement decisions made by the City Council. <br />21. Independence of Boards and Commissions <br />Public officials must respect the independence of boards and commissions. They must refrain from <br />using their position to influence or pressure board members or commission deliberations and <br />decisions. <br />22. Positive Work Environment <br />Public officials should foster a positive, respectful, and constructive work environment for City <br />employees, residents, and businesses. They must avoid inappropriate interference with the <br />professional duties of staff and recognize the importance of treating everyone involved with the City <br />with courtesy and respect. <br />By adhering to this Code of Ethics, officials in San Leandro will contribute to a government that is fair, <br />transparent, and accountable to the public. This will help build trust and confidence in the City’s leadership <br />and ensure that decisions are made with the highest standard of integrity. <br />COUNCIL GOALS AND PRIORITIES <br />Goal setting requires time, energy and a well-defined process. City Council planning workshops are <br />held with the City Manager and the City’s senior management team to review progress on goals <br />previously set, establish priorities, and define new goals and objectives for the City. While time- <br />consuming, there are advantages to setting goals: <br /> <br />Goal setting gives the Council a basic framework for action. <br />Goal setting helps the Council spend its time more wisely. <br />Goal setting provides a framework to present individual priorities <br />Goal setting gives the City Manager clear guidelines to get the job done; <br />Goal setting gives the Council and staff essential budget guidelines. <br />Goal setting gives the Council an evaluation tool. <br /> <br />While goal setting will not resolve all of the City’s problems, it will help define issues and solutions over <br />the long term. A proclamation written and prepared by a Councilmember is the only exception to this <br />definition.
