IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2025-XXX RESOLUTION TO ADOPT A TREE MASTER PLAN WHEREAS, Action CD-7.1.A of the City of San Leandro General Plan and Strategy 2 of the City of San Leandro Climate Action Plan specify the development of a Tree Master Plan; and WHEREAS, the City Council adopted Resolution No. 2022-064 and Resolution No. 2024-084 to execute a Consultant Services Agreement and subsequent amendment with PlanIT Geo to develop a Tree Master Plan (the “Plan”); and WHEREAS, the purpose of the Plan is to improve community resilience; redress environmental justice in access to clean air, green spaces, and reduced exposure to urban heat; proactively maintain the urban forest; and to mitigate the impacts of climate change; and WHEREAS, the Plan is centered on the concept of Community Forest Ethos to prioritize historically marginalized communities in the process of creating more just sustainable cities; and WHEREAS, the Plan has three key themes of People, Performance, and Planning which are carried through key performance indicators and an implementation framework; and WHEREAS, the Plan commits to “no net loss” in tree canopy and further envisions expanding the tree canopy to 12% coverage in 2050 and 20% coverage in 2075 to ensure equitable distribution of canopy throughout San Leandro. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That the Tree Master Plan attached as Exhibit A is hereby adopted and shall be reviewed and updated by the City Manager from time to time to reflect changes in City policy, new laws, and emerging information regarding climate science and urban forest management.
