IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2025-123 RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A LEASE AGREEMENT BETWEEN THE CITY OF SAN LEANDRO AND AS KNEADED FOR THE FOOD SERVICE SPACE AND ONE SPECIFIC PARKING SPACE AT THE MAIN LIBRARY FOR $2,550.00 PER MONTH FOR A TWO-YEAR TERM, WITH THREE ONE-YEAR EXTENSION OPTIONS FOR A TOTAL TERM NOT TO EXCEED FIVE YEARS WHEREAS, the City of San Leandro created a food service space when it renovated the Main Library in 2000; and WHEREAS, the Library operated the space as a café until April 27, 2024, when the last City paid staff person who ran the café retired; and WHEREAS, City operation of the space with paid staff became untenable due to difficulty in recruiting staff leading to operational inefficiencies and losses; and WHEREAS, a demand for a food service vendor at the Main Library was supported by the 2023 Library Strategic Planning Focus Groups; and WHEREAS, the City issued a request for proposal for an outside food service vendor to lease the food service space at the Main Library on March 10, 2025, closing April 10, 2025; and WHEREAS, eight applicants went through a multi-step evaluation process; and WHEREAS, As Kneaded was determined to have the first right of refusal to negotiate a lease with the City, for which they accepted and negotiated forthwith. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That the City Council approves and authorizes the City Manager to execute a lease agreement between the City of San Leandro and As Kneaded for the food service space and one specific parking space at the Main Library for $2,550.00 per month for a two-year term, with three one-year extension options for a total term not to exceed five years. 2. That the City Manager is authorized to take all actions and execute all documents necessary to effect the purpose and intent of this Resolution.
