IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-138 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A NON- <br />PROFESSIONAL SERVICES AGREEMENT WITH GARLAND/DBS, INC. FOR ROOF RESTORATION <br />PROJECTS FOR FISCAL YEAR 2025-2026 FOR $1,458,184; AND TO NEGOTIATE AND APPROVE <br />CHANGE ORDERS UP TO 4.5% OR $65,619 OF THE ORIGINAL CONTRACT AMOUNT <br /> <br />WHEREAS, the scope of services and compensation schedule for roofing repair services at the <br />Manor Library, Fire Station 11 and four buildings at the Public Works Service Center from Garland/DBS, <br />Inc., have been presented to this City Council; and <br /> <br />WHEREAS, the City Council is familiar with the contents thereof; and <br /> <br />WHEREAS, change orders to respond to unexpected conditions are a normal aspect of public <br />contracting and construction; and <br /> <br />WHEREAS, to deliver high quality public works projects on schedule and within budget, the <br />Council finds that authorizing the approval of Change Orders is in the best interest of public health, <br />safety, and welfare; and <br /> <br />WHEREAS, the City Manager recommends the execution of said non-professional service agreement. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That execution of the non-professional service agreement with Garland/DBS, Inc. for the Manor <br />Library, Fire Station 11, and the Public Works Service Center roofing restoration project in the amount of <br />$1,458,184 is approved and execution by the City Manager is authorized; and <br /> <br />That the City Manager or her designee is authorized to negotiate and execute change orders up to <br />4.5% or $65,619; and <br /> <br />That the City Manager is authorized to take all actions and execute all documents necessary to <br />effect the purpose and intent of this Resolution. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 3rd day of November 2025 by <br />the following vote: <br /> <br />AYES: Councilmembers Aguilar, Boldt, Bowen, Simon, Viveros-Walton, Mayor González (6) <br /> <br />NOES: None (0) <br /> <br />ABSENT: Councilmember Azevedo (1) <br /> <br /> <br />ATTEST: <br /> Sarah K.
