S A N L E A N D R O G E N E R A L P L A N <br />E N V I R O N M E N T A L H A Z A R D S <br />7-8 <br /> <br /> <br /> <br /> <br />The risk is less severe in the San Leandro Hills than in the Oakland Hills <br />due to the lack of a dense tree canopy, gentler slopes, newer development, <br />and the width and grade of local streets. The California Department of <br />Forestry and Fire Protection (CAL FIRE) has designated the eastern edges <br />of the Bay-O-Vista neighborhood and the Daniels Drive area of San <br />Leandro as being either within the “High Fire Hazard Severity Zone <br />(HFHSZ)” or “Moderate Fire Hazard Severity Zone (MFHSZ)” (see Figure <br />7-3). Property within these zones consists primarily of single-family <br />residential structures served by paved roadways and utilities. There are <br />limited recreational amenities and no existing or planned critical facilities. <br />Such areas are the focus of collaborative efforts between CAL FIRE, <br />Alameda County Fire, and local cities to reduce fire hazards and improve <br />response to wildfires. <br />San Leandro engages in fire and emergency services mutual aid <br />agreements with the Alameda County Fire Department. Through the <br />Alameda County Fire Chief’s Association, San Leandro may receive <br />resources for each alarm requested, including any single fire/rescue, <br />structure alarm assignment, wildland alarm assignment, hazardous <br />material alarm assignment, and incident management team. <br />Land within the San Leandro city limits is classified as a Local <br />Responsibility Area (LRA) by CAL FIRE. Fire protection within LRAs is <br />provided by local fire departments and fire districts, rather than by the <br />State. The Alameda County Fire Department is responsible for wildfire <br />prevention and fire protection activities in the City. Currently, there are <br />no areas of the City that lack emergency services. The Department works <br />with property owners to maintain defensible space around homes and to <br />require the removal of flammable vegetation and combustible litter. The <br />California Fire Code specifies additional requirements that are enforced <br />by the City’s Building Department.
