IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-162 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AMENDMENT NO. 2 <br />TO THE CONSULTING SERVICES AGREEMENT WITH THE EAST BAY SPCA FOR ANIMAL WELFARE <br />SERVICES TO EXTEND THE TERM TO JUNE 30, 2027; AND INCREASE THE CONTRACT AMOUNT BY <br />$579,500 FOR A TOTAL AMOUNT NOT TO EXCEED $1,517,000 AND TO AUTHORIZE ADDITIONAL <br />CUMULATIVE AGREEMENT AMENDMENTS UP TO 10% ($151,700) <br /> <br />WHEREAS, on July 1, 2023, the City Council approved and authorized the City Manager to enter <br />into an agreement with the East Bay SPCA, for animal shelter services; and <br /> <br />WHEREAS, the agreement was subsequently reauthorized by the City Council on July 21, 2025; <br />and <br /> <br />WHEREAS, the Police Department continues to rely on the East Bay SPCA to provide essential <br />animal welfare services as part of its core service delivery to the community; and <br /> <br />WHEREAS, the City desires to extend the term of the agreement through June 30, 2027, and <br />increase the contract amount by $579,500, for a revised total not to exceed $1,517,000; and <br /> <br />WHEREAS, the agreement will be partially funded from existing salary savings within the Police <br />Department for the remainder of FY 2025-2026, and an appropriation from the Undesignated Fund <br />Balance will be required and included as part of the FY 2026-2027 mid-cycle budget adjustments; and <br /> <br />WHEREAS, the East Bay SPCA has agreed to the proposed terms of Amendment No. 2, pending <br />City Council approval; and <br /> <br />WHEREAS, the City Council is familiar with the contents thereof; and <br /> <br />WHEREAS, the City Manager recommends approval of said amendment. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That the amendment and increased amount to the total not to exceed amount of the contract is <br />approved and the City Manager is authorized to execute Amendment No. 2 to the consulting services <br />agreement with the East Bay SPCA, for a total amount not to exceed $1,517,000; and <br /> <br />That the City Manager is authorized to negotiate agreement amendments up to 10% of the total <br />not to exceed amount, or $151,700; and <br /> <br />That the City Manager is authorized to take all actions and execute all documents necessary to <br />effect the purpose and intent of this Resolution. <br /> <br />
