<br />Consulting Services Agreement between City of San Leandro and Last Revised July 2025 <br />WRA, Inc. for On-Call Environmental Consulting Exhibit A – Page 1 of 1 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />The purpose of this CSA is to establish terms under which WRA, Inc. will provide consulting services to the <br />City of San Leandro. Actual services will be described and authorized via “Task Orders” executed under <br />this CSA. The purpose of this Scope of Work is to describe potential services and deliverables involved in <br />providing on-call environmental consulting services. <br /> <br />Services <br /> <br />Subject to the terms and conditions set forth in this CSA, WRA shall provide professional services, to <br />include environmental services, as requested and described in a Task Order issued for such services by <br />the City and shall coordinate activities so the project that is the subject of each Task Order is complet ed <br />according to the City’s requirements. <br /> <br />a. Task Orders. It is understood and agreed that each Task Order shall list the scope of services to <br />be performed, the schedule of performance, any special conditions, and the form, amount, and <br />conditions of compensation for services. A Task Order is effective only when signed by authorized <br />representatives of the WRA and the City. The City shall designate a Project Manager who shall be <br />fully acquainted with the project and have authority within the limits of City policy to render <br />decisions promptly. Each Task Order, when issued, shall become a part of and incorporated into <br />this Agreement. <br /> <br />b. Potential Services. Work authorized under Task Orders may include, but are not limited to the <br />following services: <br />• Preparation of resource agency permit applications. <br />• Preparation of documentation pursuant to the California Environmental Quality Act (CEQA) <br />and/or National Environmental Policy Act (NEPA). <br />• Assistance responding to resource agency comments. <br />• Review various City documents with respect to environmental compliance, such as but not <br />limited to project permits, maintenance policies, studies, project reports and development <br />permits. <br />• Performance of field inspections for biological resources, such as rare plant surveys, <br />arborist surveys, pre-construction surveys, aquatic resources delineations, and land cover <br />mapping. <br />• Performance of biological monitoring for construction projects. <br />• Development of compensatory mitigation strategy. <br /> <br />Docusign Envelope ID: CD282A6A-9346-4E9E-BF5F-37BBBE6016C0
