December 1, 2025City Council Minutes <br />City Manager Cameron announced the Cookies with the Cops event on December 2, <br />2025; It's A Wonderful Night on December 5, 2025; and the new San Leandro <br />ARtWalk augmented reality mural series located in breezeways across downtown. <br />PUBLIC COMMENTS7. <br />Comments were made by three people. <br />PUBLIC HEARINGS8. <br />No items were scheduled. <br />PRESENTATIONS9. <br />No items were scheduled. <br />ACTION ITEMS10. <br />10a.25-556 Adopt a Resolution to Approve and Authorize the City Manager, in <br />coordination with the City Attorney, to Execute a Limited Waiver of the <br />Attorney-Client Privilege for the Purpose of Releasing the June 2024 <br />Revenue Measure Tracking Survey Results <br />Comments were made by two people. <br />It was moved by Councilmember Viveros-Walton, seconded by Councilmember <br />Boldt, to approve and authorize the City Manager, in coordination with the City <br />Attorney, to execute a limited waiver of the attorney-client privilege for the <br />purpose of releasing the June 2024 revenue measure tracking survey results. <br />The motion FAILED by the following vote: <br />Ayes: (3) - Boldt, Viveros-Walton, González <br />Noes: (1) - Azevedo <br />Absent : (1) - Bowen <br />Abstain: (2) - Aguilar, Simon <br />Mayor González noted that he would submit to the City Clerk a formal request <br />for consideration of the vote in accordance with City Charter Section 305(h). <br />10b.25-555 Adopt a Motion Directing Staff to Either: A) Continue to Explore <br />Potential Revenue Measures That Could Appear on the November <br />2026 Ballot including a Consulting Services Agreement With Clifford <br />Moss for Outreach and Survey Work to Consider Feasibility; or B) to <br />Cease All Efforts Associated With Placing a Revenue Measure on the <br />November 2026 Ballot <br />Comments were made by four people. <br />It was moved by Councilmember Aguilar, seconded by Councilmember Simon, <br />to direct staff to continue to explore potential revenue measures that could <br />appear on the November 2026 ballot including a consulting services agreement <br />with Clifford Moss for outreach and survey work to consider feasibility, that the <br />Page 4City of San Leandro
