IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-007 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A THREE AND ONE- <br />HALF (3) YEAR CONSULTING SERVICES AGREEMENT WITH OPPORTUNITYSPACE, INC. D/B/A <br />TOLEMI TO PROVIDE RENTAL REGISTRY PROGRAM SOFTWARE SOLUTIONS AND PROFESSIONAL <br />SERVICES TO THE HOUSING DIVISION IN AN AMOUNT NOT TO EXCEED $362,975 <br /> <br />WHEREAS, the City Council adopted San Leandro Municipal Code Chapter 4-45 (Rental Registry) <br />on April 21, 2025, which enables the City of San Leandro (City) to collect rent data and other relevant <br />information; and <br /> <br />WHEREAS, the City established an interdepartmental Software Subcommittee to meet the <br />emerging needs of the Rent Registry Program; and <br /> <br />WHEREAS, the Subcommittee released a Request for Proposals (RFP) for rental registry program <br />software solutions and professional services in October 2025; and <br /> <br />WHEREAS, the City received two proposals, which were evaluated by the Subcommittee through <br />a competitive process that included proposal review, reference checks, and interviews with other <br />jurisdictions; and <br /> <br />WHEREAS, based on this evaluation, staff recommend entering into a contract with <br />OpportunitySpace, Inc. dba Tolemi to implement the Rental Registry Program approved by City Council <br />on August 21, 2025; and <br /> <br />WHEREAS, Tolemi has demonstrated expertise in providing specialized rental registry software <br />solutions and professional services in multiple California jurisdictions; and <br /> <br />WHEREAS, the Consultant Services Agreement (CSA) shall be for an initial two and a half-year <br />term with an optional one-year extension and shall not exceed a total of $362,975; and <br /> <br />WHEREAS, the Community Development Department has sufficient funding in its Fiscal Year <br />2026 adopted budget to cover this contractual obligation; and <br /> <br />WHEREAS, the City Council is familiar with the contents thereof. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That the CSA is approved and the City Manager is hereby authorized to execute an agreement with <br />OpportunitySpace, Inc. D/B/A Tolemi for Rent Registry Software Implementation and Operations in an <br />Amount Not to Exceed $362,975. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 2nd day of February 2026 by <br />the following vote:
