February 17, 2026City Council Minutes <br />Ayes: 5 - Aguilar, Bowen, Simon, Viveros-Walton, González <br />Noes: 1 - Boldt <br />A motion was made by Councilmember Simon, seconded by Councilmember <br />Aguilar, to call the question. The motion CARRIED by the following vote: <br /> <br />Ayes: 4 - Aguilar, Boldt, Simon, Viveros-Walton <br />Noes: 2 - Bowen, González <br />A motion was made by Councilmember Simon, seconded by Councilmember <br />Aguilar, to direct staff to proceed with an appointment process for filling the <br />District 2 City Council vacancy per Section 250 of the City of San Leandro <br />Charter, and to provide access to the City’s budget book and Council annual <br />planning session presentation as part of the process. <br />The motion CARRIED by the following vote: <br />Ayes: 6 - Aguilar, Boldt, Bowen, Simon, Viveros-Walton, González <br />Enactment No: Min Order 2026-010 <br />COUNCIL REQUESTS TO SCHEDULE AGENDA ITEMS11. <br />Councilmember Simon stated that he had submitted five requests related to: 1) <br />Reversing the 2024 Censure of Resolution for Councilmembers Simon and Aguilar and <br />issuing a formal apology; 2) Changing Council meeting start times; 3) Comprehensive <br />reform of the City’s discipline and investigation policies; 4) Resolution acknowledging <br />and apologizing for the City's role in historical redlining practices; and 5) Adding a new <br />pedestrian bridge and rehabilitating an existing pedestrian bridge across San Lorenzo <br />Creek. <br />Mayor González stated that he had submitted seven requests related to 1) Policy <br />changes regarding the percentage of affordable housing units required within a <br />multi-family building in high-priority zones; 2) Time limits for boats attaching to docks <br />or in San Leandro waters; 3) A pilot program testing the use of drones as first <br />responders; 4) Doubling the number of trained traffic enforcement patrol officers in FY <br />27; 5) Limit the number of residential structures owned by a single corporation or its <br />affiliates; 6) Policy for Minimum Budgeted Amount for Roads (MBA) for road repair, <br />maintenance, and replacement; and 7) Adopt within San Leandro the multi-family unit <br />smoking ban currently in place for Alameda County. <br />A motion was made by Councilmember Aguilar, seconded by Councilmember Simon, <br />to extend the meeting to 10:45 p.m. The motion CARRIED by the following vote: <br />Ayes: 4 - Aguilar, Bowen, Simon, Viveros-Walton <br />Noes: 2 - Boldt, González <br />CITY COUNCIL REPORTS, CALENDAR AND ANNOUNCEMENTS12. <br />City Councilmembers reported on attendance at intergovernmental agency meetings, <br />conferences, and seminars since the last meeting. City Councilmembers announced <br />their calendar of upcoming events and coordinated attendance, reported on local <br />events attended since the last meeting, and made brief comments on issues of <br />concern. <br />Page 4City of San Leandro
