<br />RINCON CONSULTANTS, AMENDMENT NO. 2 JUSTIFICATION <br /> <br />Rincon Consultants have provided Third-party Environmental Observation of Grading Activities performed <br />under Grading Permit G25-0001 since July 7, 2025. <br /> <br />Their initial scope and compensation was based on the Contractor’s stated schedule provided in June <br />2025. The contractor did not perform the work per their proposed schedule and Amendment 1 was <br />executed in September 2025 providing additional compensation in the amount of $38,000 for continued <br />third -party services. <br /> <br />On-site earthwork activities are still not completed, and Rincon’s compensation is nearly exhausted. To <br />complete Third-party Environmental Observation additional compensation in the amount of $4,000 is <br />required.
