<br />Consulting Services Agreement between City of San Leandro and <br />Gates & Associates, Inc for Staff Augmentation Exhibit A – Page 19 of 31 <br />● Coordinate attendance at one interagency pre-application meeting, lead the preparation <br />of materials necessary to request an interagency meeting, and prepare a brief <br />PowerPoint slide deck for the meeting that shows the proposed design and potential <br />impacts within each agency’s jurisdiction <br />● Present the project phases and the mitigation options (if the project is expected to result <br />in a net increase in Bay fill under Task 2.8) to the agencies at one of these meetings to <br />request their feedback and plan for obstacles. The results of this meeting will inform the <br />content and appropriate permitting pathways for each relevant agency, including <br />guidance on whether the project phases must be permitted together or can be permitted <br />separately. <br />● Determine jurisdictional areas within the project area based on BCDC’s jurisdictional <br />boundaries. Determination of jurisdictional limitations will be compared to the limits <br />calculated by past consultants. If discrepancies are discovered, CONSULTANT will provide <br />BCDC’s jurisdictional limits to the project team in CAD or similar format so that the limits <br />may be incorporated into all project concepts and project plans. <br />● Prepare and submit either a Material Amendment information package (if BCDC has <br />issued a permit for this location in the past) or a Major Permit application package. Under <br />each scenario, the BCDC application package will be tailored to address any outstanding <br />comments issued by BCDC’s DRB and/or comments received from BCDC via the <br />Interagency Meeting (Task 5.2) <br />● Categorize all project elements and calculate the size of each using language that parallels <br />that which BCDC typically uses in their comment letters and permits <br />● Application package will include key attachments which BCDC will need in order to deem <br />the application complete, including documentation of CEQA compliance, property <br />ownership information, and a list of parties interested in the project <br />● Request data and attachments needed for the application as part of the environmental <br />data request list prepared under Task 2.1. <br />● Participation in up to three meetings with BCDC, not including the Interagency Meeting <br />(Task 5.2), which BCDC will be invited to attend but whose attendance cannot be <br />guaranteed <br />● Request a separate pre-filing meeting with the RWQCB and submitting a draft permit <br />application as part of the pre-filing meeting request <br />● Prepare a draft application and will request the pre-filing meeting on the City’s behalf.
