IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2026-007 RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A THREE AND ONE- HALF (3) YEAR CONSULTING SERVICES AGREEMENT WITH OPPORTUNITYSPACE, INC. D/B/A TOLEMI TO PROVIDE RENTAL REGISTRY PROGRAM SOFTWARE SOLUTIONS AND PROFESSIONAL SERVICES TO THE HOUSING DIVISION IN AN AMOUNT NOT TO EXCEED $362,975 WHEREAS, the City Council adopted San Leandro Municipal Code Chapter 4-45 (Rental Registry) on April 21, 2025, which enables the City of San Leandro (City) to collect rent data and other relevant information; and WHEREAS, the City established an interdepartmental Software Subcommittee to meet the emerging needs of the Rent Registry Program; and WHEREAS, the Subcommittee released a Request for Proposals (RFP) for rental registry program software solutions and professional services in October 2025; and WHEREAS, the City received two proposals, which were evaluated by the Subcommittee through a competitive process that included proposal review, reference checks, and interviews with other jurisdictions; and WHEREAS, based on this evaluation, staff recommend entering into a contract with OpportunitySpace, Inc. dba Tolemi to implement the Rental Registry Program approved by City Council on August 21, 2025; and WHEREAS, Tolemi has demonstrated expertise in providing specialized rental registry software solutions and professional services in multiple California jurisdictions; and WHEREAS, the Consultant Services Agreement (CSA) shall be for an initial two and a half-year term with an optional one-year extension and shall not exceed a total of $362,975; and WHEREAS, the Community Development Department has sufficient funding in its Fiscal Year 2026 adopted budget to cover this contractual obligation; and WHEREAS, the City Council is familiar with the contents thereof. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That the CSA is approved and the City Manager is hereby authorized to execute an agreement with OpportunitySpace, Inc. D/B/A Tolemi for Rent Registry Software Implementation and Operations in an Amount Not to Exceed $362,975.
