March 9, 2026City Council Minutes <br />dated July 22, 2020 and Formal Action by Minute Order of the City <br />Council to Terminate the DDA Only with Respect to the Portions of the <br />Property to which the Default Applies <br />Comments were made by four people. <br />A motion was made by Mayor González, seconded by Vice Mayor <br />Viveros-Walton, to terminate the Disposition and Development Agreement <br />between the City and Cal-Coast Companies, dated July 22, 2020, and as <br />subsequently amended on March 17, 2021, June 21, 2022, and December 19, <br />2022 for failure to cure the grounds for default, first noticed to Developer on or <br />about January 10, 2025, and then on March 14, 2025, and following the parties’ <br />meet and confer efforts under Section 5.2 of the DDA. The motion CARRIED by <br />the following vote: <br />Aye:Aguilar Jr., Simon, González III, Bowen, Viveros-Walton5 - <br />Recused:Boldt1 - <br />Enactment No: Min Order 2026-014 <br />PRESENTATIONS6. <br />6a.26-043 Presentation on the Innovation and Retail Action Plans under the City <br />Council’s Economic Development Workplan <br />Comments were made by four people. <br />This matter was Presented <br />A motion was made by Vice Mayor Viveros-Walton, seconded by <br />Councilmember Boldt, to extend the meeting to 10:15 p.m. The motion <br />CARRIED by the following vote: <br />Ayes: 6 - Aguilar, Boldt, Bowen, Simon, Viveros-Walton, González <br />6b.26-092 Presentation on Proposed Draft Code Amendments Related to Retail <br />Cannabis Dispensaries <br />Comments were made by three people. <br />This matter was Presented. <br />ADJOURN7. <br />The meeting adjourned at 10:13 p.m. <br />RESPECTFULLY SUBMITTED: <br />___________________________________ <br />Sarah K.
