IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2026-034 RESOLUTION TO APPROPRIATE $185,000 FROM UNDESIGNATED FUND BALANCE FOR COMMUNITY OUTREACH EFFORTS ASSOCIATED WITH POTENTIALLY PLACING A REVENUE MEASURE ON THE NOVEMBER 2026 BUDGET, AND TO AUTHORIZE AN AMENDMENT TO THE EXISTING CONSULTING SERVICES AGREEMENT WITH CLIFFORD MOSS, THEREBY INCREASING THE AMOUNT OF THE AGREEMENT FROM $92,000 TO AN AMOUNT NOT TO $283,000 WHEREAS, Clifford Moss submitted a proposal to the City of San Leandro (“City”) to provide strategic consulting services for revenue measure planning; and WHEREAS, the City of San Leandro already executed a consulting services agreement with Clifford Moss to support the City’s efforts to explore potential revenue measure options that could appear on the upcoming November 2026 ballot; and WHEREAS, the City Council has determined that additional public outreach efforts are necessary to achieve the above. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That City Council approves, and the City Manager is authorized to execute an amendment to the City’s existing consulting services agreement (CSA) with Clifford Moss by an additional $185,000, for a total not to exceed amount of $283,000; and 2. The City Council approves an appropriation of up to $185,000 from undesignated fund balance to off-set the costs of the above CSA amendment; and 3. Authorize the City Manager, or her designee, to execute all agreements and documents and take all actions necessary to implement the project.
