IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2026-049 <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF <br />UNDERSTANDING WITH THE CITY OF OAKLAND ESTABLISHING THAT THE CITY OF SAN <br />LEANDRO WILL PROCESS PLANNING ENTITLEMENTS AND BUILDING PERMITS FOR <br />PROPOSED IMPROVEMENTS TO AN EXISTING STRUCTURE AT 1 E. 14TH STREET (APNs 75-204-1, <br />45-5196-4, 45-5196-1-1, and 45-5196-1-2), A PROPERTY LOCATED WITHIN BOTH <br />JURISDICTIONS, AND ACT AS LEAD AGENCY FOR PURPOSES OF REVIEW UNDER THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />WHEREAS, the property owner of 1 East 14th Street/10701 International Boulevard, <br />Alameda County Assessors Parcels Numbers (APN Nos. 75-204-1, 45-5196-4, 45- 5196-1-1, and <br />45-5196-1-2) (Property), which is located in both the cities of Oakland and San Leandro, <br />approached both jurisdictions regarding a proposal to improve an existing structure and adjacent <br />parking lot to accommodate use of the Property as a church; and <br />WHEREAS, the existing structure is located entirely within the City of San Leandro, and the <br />existing parking lot is located entirely within the City of Oakland; and <br />WHEREAS, the City of San Leandro seeks to enter into a Memorandum of Understanding to <br />coordinate administrative responsibilities, consistent with the terms and conditions contained in <br />the Memorandum of Understanding attached hereto as Exhibit A; and <br />WHEREAS, executing the Memorandum of Understanding has no potential to cause a <br />significant impact on the environment, as described in California Code of Regulations Section <br />15061(b)(3); and <br />WHEREAS, the City of Oakland approved the draft Memorandum of Understanding at its <br />regularly scheduled Rules Committee meeting of July 17, 2025; and <br />WHEREAS, the City of Oakland approved the draft Memorandum of Understanding at its <br />regularly scheduled Community and Economic Development Committee meeting of December 9, <br />2025; and <br />WHEREAS, the City of Oakland approved the draft Memorandum of Understanding at its <br />regularly scheduled City Council meeting of December 16, 2025; and <br />WHEREAS, the City of San Leandro considered this Resolution at its regularly scheduled <br />meeting of May 4th, 2026. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE that the City <br />Manager is authorized to execute all documents and take all actions necessary related to the <br />Memorandum of Understanding with the City of Oakland. <br />
