IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2026-052 RESOLUTION TO ACCEPT AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS FOR A GRANT AWARD IN THE AMOUNT OF $375,000 FROM THE CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE) 2025-2026 RUBBERIZED PAVEMENT GRANT PROGRAM AND TO APPROPRIATE THE GRANT FUNDS WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (State) efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by Resolution certain authorizations related to the administration of CalRecycle grants; and WHEREAS, the City has been awarded a $375,000 grant from the State’s CalRecycle program; and WHEREAS, the City Council is familiar with the contents thereof; and WHEREAS, the City Manager recommends approval of said grant. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That said City Council hereby accepts and authorizes the City Manager to execute all documents for a grant award in the amount of $375,000 from the 2025-2026 Rubberized Pavement Grant Program of the State of California Department of Resources Recycling and Recovery (CalRecycle) and to appropriate the grant funds to the following accounts: • 150-3607 (revenue) and 150-38-527 (expenditure) Annual Street Sealing 2021-2024 • 150-3607 (revenue) and 150-38-419 (expenditure) Annual Street Overlay and Rehabilitation BE IT FURTHER RESOLVED that the City Manager is hereby authorized and empowered to execute in the name of the City of San Leandro all documents, amendments, and requests for payment necessary to secure and furnish grant funds pertaining to this Resolution and appropriate funds.
