IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-053 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A NON- <br />PROFESSIONAL SERVICES AGREEMENT WITH NEWTON CONSTRUCTION AND MANAGEMENT FOR <br />GOLF COURSE CLUBHOUSE EXTERIOR IMPROVEMENTS FOR A TOTAL CONTRACT AMOUNT OF <br />$620,036 <br /> <br />WHEREAS, the exterior siding on the clubhouse building at the Monarch Bay Golf Course is at the <br />end of its useful life and requires replacement; and <br /> <br />WHEREAS, new lighting, window awnings, and other enhancements will be included in the <br />project to improve the look of the building, enhance the dining and guest experience, and position the <br />facility to support expanded food and beverage operations and increased customer utilization; and <br /> <br />WHEREAS, these improvements are part of a broader operational strategy to strengthen the golf <br />course enterprise fund through increased food and beverage revenue, enhanced event and banquet <br />opportunities, and improved overall customer experience; and <br /> <br /> WHEREAS, the project was procured using a cooperative purchasing contract through <br />Sourcewell using a project delivery method called Job Order Contracting (JOC); and <br /> <br />WHEREAS, Newton Construction and Management was a responsive bidder to Sourcewell Bid <br />CA-101723 and selected as the contractor for this project; and <br /> <br />WHEREAS, City Council is familiar with the contents of the agreement and finds its terms <br />acceptable; and <br /> <br /> WHEREAS, the City Manager recommends approval of the agreement. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the agreement, substantially in the form presented, is approved and the City Manager is <br />authorized to execute the agreement with Newton Construction and Management for the <br />exterior renovation of the golf course clubhouse for an amount not-to-exceed $620,036, which <br />supports long-term revenue growth, enhanced food and beverage operations, and increased <br />utilization of the clubhouse facility; and <br /> <br />2. That the City Manager is authorized to take all actions and execute all documents necessary to <br />effect the purpose and intent of this Resolution. <br /> <br /> <br /> <br />
