IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2026-053 RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A NON- PROFESSIONAL SERVICES AGREEMENT WITH NEWTON CONSTRUCTION AND MANAGEMENT FOR GOLF COURSE CLUBHOUSE EXTERIOR IMPROVEMENTS FOR A TOTAL CONTRACT AMOUNT OF $620,036 WHEREAS, the exterior siding on the clubhouse building at the Monarch Bay Golf Course is at the end of its useful life and requires replacement; and WHEREAS, new lighting, window awnings, and other enhancements will be included in the project to improve the look of the building, enhance the dining and guest experience, and position the facility to support expanded food and beverage operations and increased customer utilization; and WHEREAS, these improvements are part of a broader operational strategy to strengthen the golf course enterprise fund through increased food and beverage revenue, enhanced event and banquet opportunities, and improved overall customer experience; and WHEREAS, the project was procured using a cooperative purchasing contract through Sourcewell using a project delivery method called Job Order Contracting (JOC); and WHEREAS, Newton Construction and Management was a responsive bidder to Sourcewell Bid CA-101723 and selected as the contractor for this project; and WHEREAS, City Council is familiar with the contents of the agreement and finds its terms acceptable; and WHEREAS, the City Manager recommends approval of the agreement. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That the agreement, substantially in the form presented, is approved and the City Manager is authorized to execute the agreement with Newton Construction and Management for the exterior renovation of the golf course clubhouse for an amount not-to-exceed $620,036, which supports long-term revenue growth, enhanced food and beverage operations, and increased utilization of the clubhouse facility; and 2. That the City Manager is authorized to take all actions and execute all documents necessary to effect the purpose and intent of this Resolution.
