IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2026-054 RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE CONSULTING SERVICES AGREEMENTS WITH CAROLLO ENGINEERS, INC., HDR, INC., AND WATER WORKS ENGINEERS, LLC IN AN AMOUNT NOT-TO-EXCEED $3,000,000 EACH FOR ON-CALL WASTEWATER DESIGN ENGINEERING SERVICES ; ALPHACM, INC., HDR, INC AND TERRAPHASE ENGINEERING, INC. IN AN AMOUNT NOT-TO-EXCEED $1,500,000 EACH FOR CONSTRUCTION MANAGEMENT SERVICES; AND WITH PACIFIC WASTEWATER OPTIMIZATION IN AN AMOUNT NOT-TO-EXCEED $800,000 FOR WATER POLLUTION CONTROL PLANT CAPITAL IMPROVEMENT PROGRAM MANAGEMENT SERVICES OVER THREE YEARS WHEREAS, the City of San Leandro Water Pollution Control Plant and sanitary sewer system have identified critical improvements, repairs and maintenance needs; and WHEREAS, making these improvements requires specialized knowledge for design, construction management and program management; and WHEREAS, Staff issued a Request for Qualifications seeking engineering firms in each of these three areas; and WHEREAS, after reviewing proposals from five consultants, Staff recommend that Carollo Engineers, HDR, Inc, and Water Works Engineers, LLC should be retained individually to provide on-call wastewater design engineering consulting services in amounts not to exceed $3,000,000 each over three years; and WHEREAS, after reviewing proposals from three consultants, Staff recommend that Alpha CM, Inc., HDR, Inc and Terraphase Engineering, Inc. should be retained individually to provide on-call wastewater construction management services in amounts not to exceed $1,500,000 each over three years; and WHEREAS, after reviewing proposals from three consultants, Staff recommend that Pacific Wastewater Optimization, Inc. should be retained to provide capital improvement program management services; and WHEREAS, a purchase order will be requested for each individual consulting firm as tasks are assigned. Consultant costs will be charged to specific projects, each with a designated appropriation. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That said consulting services agreements are hereby approved and execution by the City Manager is hereby authorized; and That the City Manager or her designee are hereby authorized to take all action and execute all documents necessary to effect the purpose and intent of this Resolution.
