IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2026-056 <br />RESOLUTION TO APPROVE THE CITY COUNCIL MEETING DISRUPTION AND MEETING <br />LANGUAGE ACCESS POLICIES AND TO ADD CHAPTERS 14 AND 15, RESPECTIVELY, TO THE <br />CITY OF SAN LEANDRO ADMINISTRATIVE CODE <br />WHEREAS, the Ralph M. Brown Act (Government Code § 54950 et seq.) was adopted in <br />1959 and regulates meetings of local legislative bodies; and <br />WHEREAS, updates to the Brown Act were signed into law by Governor Newsom on <br />October 3, 2025 with the aim of improving transparency and engagement in public meetings; and <br />WHEREAS, the City Council of the City of San Leandro is committed to ensure equal <br />access and transparency in public meetings; and <br />WHEREAS, the City Council finds it necessary to adopt administrative policies for City <br />Council meetings for the purpose of implementing SB 707 updates to the Brown Act. <br />NOW, THEREFORE, the City of San Leandro City Council does RESOLVE as follows: <br />Section 1. Recitals. The above recitals are true and correct and hereby made a part of this <br />Resolution by this reference. <br />Section 2. City Council Meeting Disruption Policy. The City Council Meeting Disruption <br />Policy, attached as Exhibit “A” to this Resolution and incorporated herein, is approved and <br />adopted by the City Council of the City of San Leandro. It shall be incorporated into the City of San <br />Leandro Administrative Code as Chapter 14 to Title 1. <br />Section 3. City Council Meeting Language Access Policy. The City Council Meeting <br />Language Access Policy, attached as Exhibit “B” to this Resolution and incorporated herein, is <br />approved and adopted by the City Council of the City of San Leandro. It shall be incorporated into <br />the City of San Leandro Administrative Code as Chapter 15 to Title 1. <br />Section 4. Severability. If any section, subsection, subdivision, paragraph, sentence, <br />clause or phrase of this Resolution, and the attachments hereto or its application to any person or <br />circumstance, is for any reason held to be invalid or unenforceable, such invalidity or <br />unenforceability shall not affect the validity or enforceability of the remaining sections, <br />subsections, subdivisions, paragraphs, sentences, clauses or phrases of this Resolution, and the <br />attachments hereto or its application to any other person or circumstance. The City Council of the <br />City of San Leandro hereby declares that it would have adopted each section, subsection, <br />subdivision, paragraph, sentence, clause or phrase hereof, irrespective of the fact that any one or <br />more other sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases <br />hereof is declared invalid or unenforceable.
