<br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2026-065 <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE ALAMEDA <br />COUNTY TRANSPORTATION COMMISSION MASTER PROGRAMS FUNDING AGREEMENT FOR <br />MEASURE BB AND VEHICLE REGISTRATION FEE DIRECT LOCAL DISTRIBUTION FUNDS <br /> <br />WHEREAS, in 2010, voters approved Measure F, which authorizes a $10 Vehicle Registration Fee <br />(VRF) to fund transportation programs; and <br /> <br />WHEREAS, in 2014, voters approved Measure BB, that extended the existing 2000 Measure B <br />transportation sales tax, and augmented it by a one-half percent to fund projects and programs in <br />Alameda County; and <br /> <br /> WHEREAS, the Alameda CTC is responsible for dispersing Measure BB and VRF funds, known as <br />Direct Local Distributions (DLD), to local jurisdictions by established formulas to support bicycle and <br />pedestrian, local transportation (local streets and roads), transit and paratransit programs; and <br /> <br /> WHEREAS, on February 26, 2026, Alameda CTC approved a combined ten-year Measure BB and <br />VRF Master Programs Funding Agreement (MPFA) that specifies the requirements for the DLD funds, <br />Alameda CTC’s responsibilities, and the recipient’s responsibilities for revenues collected from July 1, <br />2026 through June 30, 2036; and <br /> <br /> WHEREAS, the ten-year Measure BB/VRF MPFA supersedes the prior master agreements related <br />to Measure B, Measure BB, and VRF DLD funds, as of their effective date of July 1, 2026; and <br /> <br /> WHEREAS, implementation guidelines for each program are referenced in the MPFA to guide fund <br />eligibility and expenditures; and <br /> <br /> WHEREAS, the MPFA between the City of San Leandro and the Alameda CTC is presented to this <br />City Council; and <br /> <br /> WHEREAS, the City Council is familiar with the contents thereof, and the City Manager <br />recommends approval of the MPFA. <br /> <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the City of San Leandro and its agents shall comply with the Alameda CTC MPFA; and <br /> <br />2. That the City of San Leandro shall use Measure BB and VRF DLD funds for local <br />transportation programs; and <br /> <br />3. That said agreement substantially in the form presented is hereby approved and execution <br />by the City Manager is hereby authorized; and <br />
