CITY OF SAN LEANDRO
CITY COUNCIL AIRPORT COMMITTEE
May 2, 2008
9:00 a.m. -10:30 a.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
Sister Cities Gallery
HIGHLIGHTS
Committee Members: Mayor Santos, Councilmember Starosciak, Councilmember Prola
City staff present: Steve Hollister, Assistant City Manager; Kathy Ornelas, Community
Relations Representative; William Schock, Chief Building Official
Public present: Anna Wlasiuk, C. Kell-Smith and Associates; Wayne Bryant, Larry
Galindo, and Harvey Hartman, Airport Noise Management Office; John
Manuel, South Field Group; Francois Gallo, North Field Group; Jim
Reynolds, citizen representative to the Airport Stakeholders Group
The meeting was called to order at 9:02 a.m.
1. Update on Residential Noise Insulation Program
Anna Wlasuick from C. Kell-Smith and Associates gave a report on the Noise Insulation
Program Phase L (See attached report.) Work was started on 71 homes on March 12 and the
final home was completed on March 24.
There are 81 homeowners interested in participating in Phase II of the project, with 57 slots
remaining to complete the tota1200 homes to be insulated. The firm has worked with the City
to submit articles to the local newspapers and mass mailings have been done in the past to
recruit new participants. Consensus was that the firm should do another mass mailing to the
homes in the 56CNEL contour, this time allowing single-family rental properties to participate.
The Committee also recommended there be some language on the new mailing notices that
indicates information is available in Spanish if desired.
The firm was also advised to move forward with Phase II for the existing 81 homeowners and
initiate a Phase III for the remaining 57 slots when they are filled.
Committee Recommendations
None
