Cooke Principal Eigineer <br /> Engineering and Transport ion Department 1. 76 <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br /> MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF SAN <br /> LEANDRO AND THE ALAMEDA COUNTY TRANSPORTATION COMMISSION (ACTC) <br /> RELATING TO THE INTERSTATE 880 /DAVIS STREET - WESTGATE PARKWAY <br /> INTERCHANGE PROJECT. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends adoption of a resolution authorizing the City Manager to enter into a <br /> Memorandum of Understanding (MOU) between the City and the Alameda County <br /> Transportation Commission (ACTC) for the planning, design and construction of improvements <br /> for the Interstate 880 (1 -880) / Davis Street - Westgate Parkway Interchange project in <br /> coordination with the southbound I -880 High - Occupancy Vehicle (HOV) Lane Improvements <br /> project. <br /> BACKGROUND <br /> In November 2006, the citizens of the State of California passed SB 1266 - Proposition 1B "The <br /> Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006." The <br /> bond included $4.5 billion for Corridor Mobility Improvements; a portion of which Alameda <br /> County will receive for the design and construction of several projects, including extending a <br /> HOV lane for southbound 1 -880 through San Leandro. The $108 million HOV lane project will <br /> extend the southbound HOV lane from just south of Marina Boulevard to approximately <br /> Hegenberger Road. The HOV lane project will require the reconstruction of both the Davis <br /> Street and Marina Boulevard overcrossings. To minimize the disruption of traffic and <br /> inconvenience to San Leandro residents, staff recommended that the improvements to the I- <br /> 880/Davis Street - Westgate Parkway Interchange be coordinated with the design and construction <br /> of the southbound HOV lane on 1 -880, which will be managed by the ACTC. <br />
