City of San Leandro <br />Meeting Date: November 4, 2019 <br />Staff Report <br />Agenda Section:File Number:19-558 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Renew <br />Appropriations of Capital Funds for Existing Projects in Accordance with the City <br />Charter <br />SUMMARY AND RECOMMENDATIONS <br />This action will renew appropriations of capital funds for existing projects that will otherwise expire <br />and be returned to fund balance. <br />BACKGROUND <br />The City Council appropriates and adopts the annual budget for each project via a project <br />specific resolution. Article V, Section 520 of the San Leandro Municipal Code specifies that <br />appropriations of capital funds may be carried for no more than five fiscal years. <br />Analysis <br />The action to extend the existing project funding by renewing the appropriations is necessary for <br />staff to complete existing projects without impact to the current City budget. If this action is not <br />approved, the subject projects will not be properly authorized to expend funds and subsequently <br />the projects’ completion would be delayed. <br />The projects listed below were originally funded more than five years ago and are still in progress, <br />at various phases. Completion of these projects will require the use of the remaining funds. <br />MacArthur/Superior Traffic Circle Design: <br />This ongoing project at the intersection of MacArthur/Superior/Foothill is intended to improve <br />safety at this high collision intersection. The project has taken longer than anticipated to design <br />because the work straddles three jurisdictions; the State of California, the City of Oakland, and <br />the City of San Leandro.
