Staff recommends that the City Council take public <br />comment and provide feedback on the proposed amendments. The related General Plan and Zoning <br />Code amendments will be considered by the City Council at a noticed public hearing concurrent with the <br />2015-2023 Housing Element Update in December 2022. <br />BACKGROUND <br />The Housing Element is a mandatory element of a City’s General Plan that provides goals, policies, and <br />actions to plan for the community’s existing and projected housing needs. State legislation requires local <br />agencies to update their Housing Elements every eight years. The City of San Leandro began work on <br />the 2023-2031 Housing Element Update in September 2021 and has conducted community <br />engagement throughout. The draft Housing Element document was submitted to the State Department of <br />Housing and Community Development (HCD) for initial review in mid-August and will be brought forward <br />to the City Council for public hearing and adoption in December. <br />Related amendments to the General Plan and Zoning Code are proposed for compliance with State law <br />and to advance the goals and policies in the 2015-2023 Housing Element and draft 2023-2031 Housing <br />Page 1 City of San Leandro Printed on 10/5/2022
