The Rent Review Ordinance was adopted in 2001 and amended in 2016. The <br />Tenant Relocation Assistance Ordinance was adopted in 2017. <br />RECOMMENDATION <br />Staff recommends that the City Council review and receive program evaluation reports for two City <br />Ordinances managed by the Community Development Department’s Housing Division. Both the Rent <br />Review Ordinance and the Tenant Relocation Assistance Ordinance require an Annual Report that <br />assesses the effectiveness of the respective programs and recommend changes as may be <br />appropriate. <br />BACKGROUND <br />The Rent Review Ordinance (“RRO”), San Leandro Municipal Code Title 4, Chapter 4-32, was <br />established by the City to provide a public forum for both property owners/managers and tenants to <br />mutually resolve proposed rent increases. The program is utilized by the community as a rent dispute <br />forum for tenants and property owners/managers and is applicable to rental housing units on parcels <br />that contain at least 2 tenant-occupied housing units that receive a rent increase greater than 7% within <br />a 12-month period. <br />The Tenant Relocation Assistance Ordinance (“TRO”), San Leandro Municipal Code Title 4, Chapter <br />4-37, was enacted by City Council to mitigate the impacts of displacement (adverse health, safety and <br />economic) from a “landlord-caused termination” of tenancy or by a rent increase of greater than 12% <br />within a 12-month period. <br />Additionally, the report includes an overview of the 2019 State Law AB 1482 (aka the “Tenant Protection <br />Act”), impacts of the COVID-19 pandemic, and summarizes data on calls received during the expanded <br />reporting period for July 2018 to June 2022. <br />Analysis <br />Page 1 City of San Leandro Printed on 11/30/2022
