City of San Leandro <br />City Council <br />Meeting Date: December 19, 2022 <br />Agenda Number: 3.e. <br />Agenda Section: RECOGNITIONS <br />File Number: 22-715 <br />File Type: Presentation <br />Proclamation Honoring Elsa Ortiz for her 16 Years of Service on the AC Transit Board of Directors <br />WHEREAS, Elsa Ortiz was elected to the Alameda-Contra Costa Transit District (AC Transit) Board of <br />Directors in 2006 by the voters of San Leandro, Oakland and Alameda, where she supported the agency ’s mission <br />to connect East Bay communities and people to each other; and <br />WHEREAS, Elsa Ortiz also worked as an attorney and policy consultant to former Presidents of the State <br />Senate Don Perata and Darrell Steinberg on issues affecting Indian Nations, along with service as Chief of Staff and <br />Special Assistant to former California State Treasurer Bill Lockyer during his tenures as State Senator and Attorney <br />General; and <br />WHEREAS, Elsa Ortiz authored the District’s “Buy American Goods” policy that required the District to <br />buy locally, and was instrumental in the effort to double the number of Disadvantaged Business Enterprises working <br />with the District; and <br />WHEREAS, she also served as Board President in 2011, 2012, 2017 and 2022, and championed a Board <br />action that established the District’s first ever Project Labor Agreement; and <br />WHEREAS, in October 2022, the San Francisco Business Times named Elsa Ortiz as one of the 2022 <br />Most Influential Women in Bay Area Business; she also received the 2022 Women’s Transportation Seminar Rosa <br />Parks Diversity award and the 2019 Women Who Move the Nation award from the National Conference on <br />Minority Transportation Officials along with other awards and accolades; and <br />WHEREAS, Elsa Ortiz retired this month after having served four terms of office on the AC Transit Board <br />of Directors. <br />NOW, THEREFORE, I, Pauline Russo Cutter, Mayor of the City of San Leandro, do hereby honor Elsa <br />Ortiz for her 16 years of leadership, service and commitment to AC Transit and the community. <br />IN WITNESS WHEREOF, I have hereunto set my hand and <br />caused the Seal of the City of San Leandro to be affixed this <br />19th day of December 2022. <br />Page 1 City of San Leandro Printed on 12/14/2022
