City of San Leandro <br />City Council <br />Meeting Date: December 4, 2023 <br />Agenda Number: 5.a. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-509 <br />File Type: Staff Report <br />First Reading of an Ordinance to Amend San Leandro Municipal Code Section 1-3-100 to Modify the <br />Community Police Review Board’s Membership Structure <br />SUMMARY AND RECOMMENDATIONS <br />Consistent with the direction provided by the City Council at its October 16, 2023 regular <br />meeting, staff presents for the Council’s consideration the attached draft ordinance changes <br />that would amend the membership structure of the Community Police Review Board (CPRB). <br />If the proposed changes are adopted, the two dedicated student positions would be <br />reclassified as “youth” positions, for which any resident of the City of San Leandro between <br />the ages of 14 to 22 years old would be eligible to serve, rather than the current structure that <br />limit those two seats to legal adults between the ages of 18 to 22 and who must be enrolled in <br />school. Per the Council’s direction, the two newly classified youth seats would also serve as <br />“ex-officio” Board members, and therefore would not have their votes counted (although their <br />vote could be solicited as an advisory vote to the Board), nor would their attendance or lack of <br />attendance at Board meetings impact the quorum or majority requirements associated with <br />the functioning of the Board. <br />To effectuate these changes, attached to this staff report are corresponding proposed <br />amendments to San Leandro Municipal Code Section 1-3-100. <br />BACKGROUND <br />Additional background is provided within the attached staff report that was previously included <br />in the October 16, 2023 City Council agenda packet. <br />Fiscal Impacts <br />None.
