IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-042 <br /> <br />RESOLUTION REJECTING THE APPEAL (APL25-0001) AND AFFIRMING THE DECISION OF THE <br />PLANNING COMMISSION TO APPROVE A CONDITIONAL USE PERMIT, ADMINISTRATIVE SITE PLAN <br />REVIEW, AND ADMINISTRATIVE EXCEPTION (HEIGHT) (PLN22-0039) TO BUILD A NEW <br />WAREHOUSE/DISTRIBUTION BUILDING AT 880 DOOLITTLE DRIVE <br />WHEREAS, Prologis LP (“Applicant”), submitted an application for a Conditional Use Permit, <br />Administrative Site Plan Review, and Administrative Exception (Height) to build and operate a new <br />approximately 244,573-square-foot warehouse/distribution building at 880 Doolittle Drive (PLN22-0039) <br />(“Project”); and <br />WHEREAS, 880 Doolittle Drive (“Property”) is comprised of two lots totaling 14.14 acres, further <br />described as Assessor’s Parcel Numbers: 77A-741-4-2 and 77A-741-5 (the “Property”); and <br />WHEREAS, the Property is zoned Industrial General (IG) and is designated as General Industrial in <br />the General Plan; and <br />WHEREAS, Administrative Site Plan Review is required for new commercial buildings in <br />accordance with Zoning Code Sections 2.12.404 and Chapter 5.12, and a Conditional Use Permit is <br />required for Warehouse - Storage Facilities and Warehouse - Wholesale/Retail Distribution uses in <br />accordance with Zoning Code Section 2.12.200, an Administrative Exception for height is required for <br />buildings taller than 35 feet in the IG zone in accordance with Zoning Code Section 2.12.312; and <br />WHEREAS, the Planning Commission held a duly noticed public hearing regarding the proposed <br />Project on February 6, 2025, at which time all interested parties had the opportunity to be heard; and <br />WHEREAS, on February 6, 2025, the Planning Commission adopted a Resolution certifying an <br />Environmental Impact Report, and adopting required CEQA findings, a Statement of Overriding <br />Considerations, and a Mitigation Monitoring and Reporting Program for the Project; and <br />WHEREAS, the Planning Commission fully considered the Project application and entitlements, <br />applicant's statements, staff report, supporting technical studies, findings of fact, the Draft and Final <br />EIR, conditions of approval, public comments, and all other testimony and evidence presented at the <br />public hearing; and <br />WHEREAS, the Planning Commission determined that the proposed Project satisfied the <br />requisite findings of fact necessary for approval as described in the staff report and herein; and <br />WHEREAS, on February 6, 2025, the Planning Commission voted to adopt a Resolution approving <br />the Conditional Use Permit, Administrative Site Plan Review, and Administrative Exception (Height) for <br />the Project; and <br /> <br />
