IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-057 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A NON-PROFESSIONAL <br />SERVICES AGREEMENT WITH SYNAGRO-WWT, INC. FOR A NOT TO EXCEED AMOUNT OF $830,000 FOR <br />BIOSOLIDS HAULING FROM THE CITY’S WATER POLLUTION CONTROL PLANT (WPCP) FOR A PERIOD OF <br />FOUR YEARS <br /> <br />WHEREAS, the City’s WPCP produces an estimated 2,000 tons of biosolids from treated wastewater and <br />limited space on site for drying; and <br /> <br />WHEREAS, the Environmental Protection Agency (EPA) sets required testing and constituent limits to be <br />met to be used for land applications and specifies Class A and Class B biosolids; and <br /> <br />WHEREAS, City staff sought competitive bids for the removal of biosolids from the WPCP and the lowest <br />bidder was Synagro-WWT, Inc., with a bid of $83 per ton for Class B and $78 per ton for Class A Biosolids; and <br /> <br />WHEREAS, WPCP has an immediate need to remove 2,500 tons of biosolids on site to allow for more <br />drying space; and <br /> <br />WHEREAS, Staff recommends entering into a contract with Synagro-WWT, Inc to provide biosolid hauling <br />and disposal services up to 10,000 tons of biosolids over a four year period ending December 31, 2028. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That said non-professional services agreement is hereby approved and execution by the City Manager is <br />hereby authorized. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 2nd day of June 2025 by the <br />following vote: <br /> <br />AYES: Councilmembers Aguilar, Azevedo, Boldt, Bowen, Simon, Viveros-Walton, Mayor González (7) <br /> <br />NOES: None (0) <br /> <br />ABSENT: None (0) <br /> <br /> <br />ATTEST: <br /> Sarah K.
