City of San Leandro <br />City Council <br />Meeting Date: July 21, 2025 <br />Agenda Number: 5.f. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-293 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute Amendment No. 1 to the <br />Consulting Services Agreement with the East Bay SPCA for Animal Welfare Services to Extend the <br />Term to December 31, 2025; and Increase the Contract Amount by $217 ,500 for a Total Amount Not to <br />Exceed $937,500 <br />COUNCIL PRIORITY <br />·Quality of Life <br />·Public Safety <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommend that the City Council adopt a resolution authorizing the City Manager to execute <br />Amendment No. 1 to the agreement with the East Bay SPCA , extending the term for an additional <br />six months and increasing the total not to exceed amount of compensation by $217,500, for a <br />total amount not to exceed $937,500. <br />BACKGROUND <br />The Police Department currently partners with the East Bay SPCA to provide quality animal <br />sheltering services as part of its core community support functions. Since initiating this <br />partnership in 2021, the department has established a strong and effective working relationship <br />with the SPCA. Prior to this arrangement, animal shelter services were provided through the City <br />of Fremont, however, Fremont could no longer accommodate the volume of service required by <br />the City of San Leandro. <br />In March 2025, staff initiated a countywide survey to explore alternative animal shelter options <br />within Alameda and Contra Costa counties. Using the most recent animal service call volume as <br />a benchmark, staff assessed potential service capacity and cost estimates at various facilities. <br />The Police Department’s Animal Control unit surveyed the following shelters: Contra Costa <br />County Animal Services, City of Berkeley, City of Hayward, City of Alameda, and Alameda <br />County. All facilities, with the exception of the East Bay SPCA, declined due to capacity issues. <br />The East Bay SPCA, however, provided a cost estimate based on service delivery data from <br />fiscal year 2024-2025, reflecting its ability to continue meeting the City’s animal sheltering needs. <br />Analysis <br />If approved by Council, the agreement with the East Bay SPCA will be extended for an initial <br />six-month period while Staff continue to explore alternative sheltering options.
