City of San Leandro <br />City Council <br />Meeting Date: September 2, 2025 <br />Agenda Number: 5.e. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-397 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute a Consulting Services <br />Agreement with HR Law Consultants for Workplace Investigation Services Through December 31, 2025 <br />For a Total Not to Exceed Amount of $150 ,000 <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommend that the City Council approve and authorize the City Manager to execute a <br />consulting services agreement with HR Law Consultants for workplace investigation services <br />through December 31, 2025, in an amount not to exceed $15 0,000. <br />BACKGROUND <br />The City is committed to maintaining a safe, respectful, and inclusive workplace for all <br />employees. When serious complaints such as harassment, discrimination, or retaliation are <br />raised, it is essential that they are addressed promptly, fairly, and transparently. The City will <br />occasionally retain external firms to conduct workplace investigations to ensure a fair, impartial, <br />and credible process that is independent from internal personnel and eliminates potential <br />conflicts of interest. <br />HR Law Consultants provides a wide range of workplace investigation services and specializes <br />in complex investigations. The firm’s principal, Jane Kow, has practiced employment law and <br />provided human resources consulting services for employers for over 25 years. She is highly <br />qualified in handling sensitive workplace matters and brings specialized knowledge of <br />employment law and investigative procedures. <br />Legal Analysis <br />The consultant has agreed to the terms of the contract . <br />Financial Impacts <br />This Council action will not impact fund balance.
