IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-142 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND <br />EXECUTE AN AGREEMENT WITH BAY AREA COMMUNITY SERVICES (BACS) TO MANAGE THE <br />PERMANENT LOCAL HOUSING ALLOCATION (PLHA) HOMELESSNESS PREVENTION RENTAL <br />ASSISTANCE SHALLOW SUBSIDY PROGRAM FOR AN 18- MONTH PERIOD WITHIN FISCAL YEARS <br />2025-2026 AND 2026-2027 IN AN AMOUNT OF $1,368,952 <br /> <br />WHEREAS, Shallow Rental Subsidy programs are a key component of local and regional <br />homelessness prevention strategies and serve to reduce the inflow of at-risk households and <br />homelessness; and <br /> <br />WHEREAS, the City Council of the City of San Leandro authorized the City Manager to submit an <br />application for PLHA funding to the California Department of Housing and Community Development <br />(HCD) and adopt the PLHA Five-Year Plan on July 20, 2020; and <br /> <br /> WHEREAS, the City amended the PLHA Five-Year Plan (2019-2023) and submission to the <br />California Department of HCD, including an activity to develop a Shallow Rental Subsidy program; and <br /> <br />WHEREAS, the City Council endorsed the Regional Action Plan (RAP) developed by the Bay <br />Regional Impact Council, which outlines a system funding model to house, stabilize, and prevent <br />individuals from reentering homelessness; and <br /> <br />WHEREAS, Bay Area Community Services (BACS) submitted a proposal outlining their <br />qualifications and experience, including experience operating rental assistance shallow subsidy <br />programs. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE that the City <br />Manager has the authority to negotiate and execute an agreement between the City and BACS to manage <br />the PLHA Homelessness Prevention Rental Assistance Shallow Subsidy program for an eighteen-month <br />period within the Fiscal Years 2025-2026 and 2026-2027 in an amount of $1,368,952. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 17th day of November 2025 by <br />the following vote: <br />AYES: Councilmember Aguilar, Azevedo, Boldt, Bowen, Simon, Viveros-Walton, and (7) <br />Mayor González <br />NOES: None (0) <br />ABSENT: None (0) <br />ATTEST: ______________________ <br /> Sarah K.
