IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-143 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND <br />EXECUTE AN AMMENDMENT TO THE AGREEMENT WITH ALAMEDA COUNTY FIRE DEPARTMENT <br />(ACFD) FOR THE ALTERNATIVE RESPONSE UNIT (ARU) PROGRAM TO EXTEND OPERATIONS <br />THROUGH JUNE 30, 2027, AND ADD $1,096,913 FROM GENERAL FUND BRINGING THE TOTAL NOT- <br />TO-EXCEED AMOUNT TO $2,446,913 <br /> <br />WHEREAS, the Alternative Response Unit (ARU) is a collaborative pilot program between <br />Alameda County Fire Department (ACFD), the City of San Leandro, Cardea Health, and community <br />providers to more efficiently utilize the relevant health care services to meet the behavioral health and <br />medical needs of the residents of San Leandro and prevent unnecessary hospital admissions and <br />readmissions; and <br /> <br />WHEREAS, the goals of the ARU are to reduce police response to 911 calls related to behavioral <br />health of unhoused residents; deliver an appropriate and timely response to behavioral health calls that <br />meet individual’s needs; decrease the number of unnecessary emergency room visits and <br />hospitalizations; and bridge and facilitate service connections for individuals; and <br /> <br />WHEREAS, the City Council adopted Resolution No. 2024-106, authorizing the City Manager to <br />negotiate and execute an agreement with ACFD for the operation of an 18-month pilot program for <br />$1,350,000 from July 15, 2024 through January 15, 2025; and <br /> <br />WHEREAS, ACFD successfully developed and began implementing the program and achieving <br />positive outcomes in the first nine months, including fielding over 1,300 calls, serving 600 unique <br />individuals, following up with more than 3,800 interactions, diverting a significant number of calls from <br />unnecessary ER visits, etc.; and <br /> <br />WHEREAS, the City Council is familiar with the contents thereof; and <br /> <br />WHEREAS, the City Manager recommends approval of said amendment to the Memorandum of <br />Understanding. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That said amendment to the Memorandum of Understanding (MOU) between the City and ACFD <br />that extends the period to June 30, 2027 and increases the MOU amount by $1,096,913 for a total not-to- <br />exceed amount of $2,446,913 is hereby approved and execution by the City Manager is hereby <br />authorized; and <br /> <br />The City Manager is authorized to execute all documents and take all actions necessary to effect <br />the purpose and intent of this Resolution. <br /> <br />
