IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-151 <br /> <br />RESOLUTION AMENDING THE ENVIRONMENTAL HAZARDS ELEMENT OF THE 2035 GENERAL PLAN <br /> <br />WHEREAS, California Government Code Section 65302(g) mandates that the City shall include a <br />Safety Element in its General Plan, that identifies and establishes a set of comprehensive goals, policies, <br />and objections to avoid and reduce the risks associated with local structural, flooding, fire, and geologic <br />hazards; and <br /> <br />WHEREAS, the 2035 General Plan includes the Environmental Hazards Element, which serves as <br />the City’s Safety Element; and <br /> <br />WHEREAS, the State of California enacted legislation requiring the City to assess the capacity of <br />emergency evacuation routes (AB 747), identify residential areas with less than two evacuation routes <br />(SB 99), and to identify evacuation locations (AB1409); and <br /> <br />WHEREAS, the State of California enacted legislation requiring the City to assess climate risks <br />and identify goals, objectives, and policies that support its adaptation and resilience (SB 379); and <br /> <br />WHEREAS, the City prepared amendments to the Environmental Hazards Element to comply with <br />the requirements of state law which includes evaluation of potential hazards, emergency planning and <br />preparedness, community services, climate change adaptation and resilience, as well as feasible <br />mitigation action for the identified hazards and safety topics; and <br /> <br />WHEREAS, the City finds that the Environmental Hazards Element complies with the <br />requirements of California Government Code Section 65302(g); and <br /> <br />WHEREAS, the California Board of Forestry reviewed and approved the City of San Leandro’s <br />Draft Environmental Hazards Element at its regular meeting of August 20, 2024; and <br /> <br />WHEREAS, in February 2025, the State of California released revised updated Fire Hazard <br />Severity Zone maps that changed the Fire Hazard Severity Zones within the City of San Leandro from Very <br />High to High and Moderate; and <br /> <br />WHEREAS, City Council adopted the updated Fire Hazard Severity Zone maps by Ordinance No. <br />2025-007 at its regular meeting of June 2, 2025; and <br /> <br />WHEREAS, the State of California has released a draft of the Wildland-Urban Interface Fire Code, <br />which is used to enact policies to protect life and property in areas where development may be affected <br />by wildfires, which policies have been incorporated into the draft Environmental Hazards Element by <br />reference; and <br /> <br />WHEREAS, the City prepared amendments to the draft Environmental Hazards Element to reflect <br />the amendments to the Fire Hazard Severity Zone maps; and
