IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-002 <br /> <br />RESOLUTION TO ACCEPT AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS <br />RELATED TO THE FIRST 5 ALAMEDA COUNTY MEMORANDUM OF UNDERSTANDING (MOU) AWARD <br />OF $5,000 FOR FY 2026 TO FUND RESOURCES SUPPORTING FAMILY, FRIENDS, AND NEIGHBOR <br />(FFN) CAREGIVERS AT THE SAN LEANDRO PUBLIC LIBRARY’S STAY & PLAY EARLY LEARNING <br />PROGRAM <br /> <br />WHEREAS, First 5 Alameda County was established as the county extension of the California <br />Children and Families Commission made possible by passage of the California Children and Families <br />First Act (Proposition 10) in 1998 and established to promote, support, and improve the early <br />development of children from the prenatal stage to five years of age; and <br /> <br />WHEREAS, a partnership between First 5 Alameda County and the San Leandro Public Library <br />was established in 2013 through a neighborhood partnership grant; and <br /> <br />WHEREAS, the San Leandro Public Library has continued to partner with First 5 Alameda County <br />on kindergarten readiness annually through grant agreements or MOU; and <br /> <br />WHEREAS, First 5 Alameda County funding supports early childhood development efforts for <br />ages birth through 5 years of age to include library staff training, programming, and materials; and <br /> <br />WHEREAS, the San Leandro Public Library receives funding to provide early childhood services to <br />the community and reporting results to First 5; and <br /> <br />WHEREAS, the San Leandro Public Library is provided $5,000 to promote the developmental <br />screening app Sparkler and play activities to FFN providers at the ten (10) bi-weekly Stay and Play <br />sessions by June 30, 2026; purchase early learning equipment to enhance the Stay and Play session <br />space appropriate for young children and their caregivers; and distribute free incentives to children and <br />their caregivers using the Sparkler app by June 30, 2026. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the City Council accepts, and the City Manager is authorized to execute all documents <br />and take all actions necessary related to the First 5 Alameda County MOU, totaling $5,000; and <br /> <br />2. That an appropriation of the First 5 Alameda County MOU funding of $5,000 in revenue <br />account #150-3617 and expenditure account #150-68-036 is approved. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted on this 5th day of January 2026 by <br />the following vote: <br /> <br />AYES: Councilmembers Aguilar, Azevedo, Boldt, Bowen, Simon, Viveros-Walton, Mayor González (7) <br />
