IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-031 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO SUBMIT A CALIFORNIA <br />DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AFFORDABLE HOUSING AND <br />SUSTAINABLE COMMUNITIES (AHSC) ROUND 10 PROGRAM APPLICATION TOGETHER WITH PACIFIC <br />WEST COMMUNITIES, ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH ALAMEDA <br />COUNTY TRANSPORTATION COMMISSION, AND SHOULD GRANT FUNDS BE AWARDED, EXECUTE <br />DOCUMENTS TO ACCEPT THE PROGRAM FUNDS FOR THE BAY FAIR APARTMENT PROJECT <br /> <br />WHEREAS, the State of California is accepting applications for funding under the Affordable <br />Housing and Sustainable Communities (AHSC) Program established under Division 44, Part 1 of the <br />Public Resources Code commencing with Section 75200; and <br /> <br />WHEREAS, the City of San Leandro, Alameda County Transportation Commission (Alameda <br />CTC), and Pacific West Communities each have projects that when combined qualify for funding under <br />the Program; and <br /> <br /> WHEREAS, only two entities can be listed on the funding application. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the City Manager may submit on behalf of the City an AHSC Round 10 Program <br />Application as co-applicant with Pacific West Communities in a total amount not to exceed <br />$50,000,000 of which up to $35,000,000 is requested as a loan for an Affordable Housing <br />Development, and up to $15,000,000 is requested for a grant for Housing-Related <br />Infrastructure, Sustainable Transportation Infrastructure, Transit-Related Amenities, or <br />Program activities as defined in the AHSC Program Guidelines; and <br /> <br />2. That the memorandum of understanding (MOU) with the Alameda CTC is approved and the <br />City Manager is authorized to execute the MOU with Alameda CTC obligating Alameda CTC to <br />construct certain improvements and obligating the City to forward certain proceeds from the <br />Program Funds to Alameda CTC, in the event the Program Funds are awarded to the City; and <br /> <br />3. That if the application is approved, the City Manager may execute a State of California <br />Standard Agreement in a total amount not to exceed $15,000,000, and any and all other <br />documents required or deemed necessary or appropriate to secure the AHSC Program funds <br />from the Department of Housing and Community Development (Department) and all <br />amendments thereto included an AHSC Program Application and AHSC Documents as <br />required by the Department for participation in the AHSC Program; and <br /> <br />4. That the City Manager is authorized to take all actions and execute all documents necessary, <br />including making non-substantial revisions to said MOU with Alameda CTC, subject to <br />approval as to form by the City Attorney.
