IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2026-044 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THREE <br />CONSULTING SERVICES AGREEMENTS FOR ON-CALL ENVIRONMENTAL PLANNING SERVICES <br />WITH RINCON CONSULTANTS, INC., LSA ASSOCIATES, INC., AND LAMPHIER-GREGORY, INC., <br />EACH FOR A FIVE-YEAR TERM WITH A NOT-TO-EXCEED AMOUNT OF $500,000 PER FIRM <br />PER FISCAL YEAR <br /> <br />WHEREAS, the City issued a Request for Qualifications (RFQ) on August 26, 2025 for On-Call <br />Environmental Planning Services; and <br /> <br />WHEREAS, the City received responsive Statements of Qualifications (SOQ) from seventeen <br />environmental planning firms; and <br /> <br />WHEREAS, the SOQs of environmental planning firms Rincon Consultants, Inc., LSA Associates, <br />Inc., and Lamphier-Gregory, Inc. were determined to successfully meet the City’s evaluation criteria; and <br /> <br />WHEREAS, Rincon Consultants, Inc., LSA Associates, Inc., and Lamphier-Gregory, Inc. have <br />agreed to the terms of the contracts pending City Council approval; and <br /> <br />WHEREAS, the City Council is familiar with the contents of the agreements; and <br /> <br />WHEREAS, the City Manager recommends approval of said agreements. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That said agreement is hereby approved and execution by the City Manager is hereby authorized. <br /> <br />Introduced by Mayor González and passed and adopted this 20th day of April 2026 by the following <br />vote: <br /> <br />AYES: Councilmembers J.
