EACH UNIT WOULD COMPRISE <br />APPROXIMATELY 1,455 SQUARE FEET OF LIVING AREA, WHICH INCLUDES THREE <br />BEDROOMS AND THREE BATHS. EACH UNIT WOULD HAVE AN ATTACHED TWO- <br />CAR GARAGE. 1537 HAYS STREET; ASSESSOR'S PARCEL NUMBER 75-12-7; D. <br />LANGON, LANGON HOMES (APPLICANT AND PROPERTY OWNER). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The property owner proposes to develop an underutilized 15,000-square-foot property at the west <br />side of Hays Street, between West Juana Avenue and Parrott Street, with a six-unit, small lot, <br />detached, three-story single-family residential subdivision. The subject property is just south of <br />the City's Downtown Plaza Shopping Center and east of the San Leandro BART Station. <br /> <br />The homes will be three stories with approximately 1,455 square feet in floor area for living <br />space and an attached two-car garage at ground level. The second floor will have the living room, <br />kitchen, and one bedroom and bathroom. The third floor will contain two bedrooms and two <br />bathrooms, including the master bedroom and a small laundry room. <br /> <br />At its June 22, 2006 meeting, the Plarming Commission recommended approval of the Rezone, <br />Planned Development and Vesting Tentative Map, subject to the recommended conditions to the <br />City Council. <br /> <br />Subsequent to a meeting arranged by City staff on July 26, 2006 between the applicant and the <br />Garden Terrace owners, the applicant has agreed to various revisions to address the Garden <br />Terrace owners' concerns over privacy and views. The applicant agreed to increase the side yard <br />setback adjacent to the Garden Terrace condominiums from 10 feet to 12.5 feet. He agreed to use <br />obscured (frosted) glass for the second and third floor bedroom windows adjacent to the southerly <br />side to maintain privacy to the Garden Terrace units. The applicant agreed to reimburse the Garden <br />Terrace Owners Association the cost of cleaning the north-facing windows and north-facing <br />
