Discussion Regarding the City's Self-Insurance Review Report <br /> <br />Baloca reported that ARM Tech was contracted by the City to conduct an independent review of <br />the City's self-insurance program. The results ofthe study found that Claims Handling received <br />high marks: 90% for Claims Handling by George Hills and 94% for in-house staff. Overall, the <br />City's liability risk financing program is reported as structurally sound. The review also <br />determined that the liability programs $1 million self-insurance retention plus an additional <br />pooled protection of $40 million from the California Joint Powers Risk Management Authority <br />(CJPRMA) is appropriate and prudent. Some notable areas for improvement include: reducing <br />reporting lag time of reporting claims (from City departments to the Finance department); <br />litigation management; and enhancing the file documentation process. <br /> <br />The review noted that litigation management could be improved by establishing a case budget <br />that can be managed, using a structured settlement provider for large settlements or when an <br />annuity settlement is more appropriate. With regards to the file documentation, George Hills <br />will expand the reporting and entering of information in their computer system by expanding <br />some of the fields. City Attorney Williams shared samples of the Litigation Plan Budget form <br />that will be used in the future. <br />
