Discussion Regarding Public Safety Monument Proposed Design

Kathy Ornelas introduced the proposed design for the Public Safety Monument which is
designed to honor the police officers and firefighters in San Leandro, as well as the three police
officers who were killed in the line of duty over the past 40 years.

Kathy explained the selection process for the design. A monument design committee sent out
requests for qualifications to the art community and invited four artists to submit formal
proposals. A larger committee narrowed down the proposals further to two artists and invited the
two artists to give formal presentations. The monument committee came to a unanimous
decision on the design. Kathy gave hand outs showing the proposed design. She explained that
this design also carne at the recommendation of the Police Officers Association, the Firefighters
Association, the Arts Council and the City Manager's Office. She asked for concurrence from
the committee.

Discussion ensued with Councilmembers. Councilmember Starosciak asked about the budget
and funding, and who will own the piece of work and approve modifications. John Jermanis
explained that the City will own the monument and will have the right to move it, if the need
arises in the future. There are funds budgeted for the project, but donors are also expected. The
donors will be recognized at the dedication ceremony, but names of donors will not be put on
plaques or on the monument. If there are requests for names of police officers and firefighters to
be added, Council should make the decision, and Guerrero Mortuary has the ability to update the
plaques with names of the fallen, should the need ever arise.
