During Phase 3 of the recodification, <br />the Rules and Communications Committee and the City Council reviewed the revised Titles 25- <br />27 relating to bylaws and administrative policies of the Public Financing Authority, <br />Redevelopment Agency, and Parking Authority. Changes to these titles require approvals by the <br />respective agencies/authorities. Staff recommends adoption of agency/authority resolutions <br />approving the amendments to SLAC Titles 25-27. <br /> <br />BACKGROUND <br /> <br />City agencies and authorities are created by the City Council. Titles relating to various City <br />agencies and authorities have been codified into the SLAC. <br /> <br />During the 2005-06 recodification of the SLAC, the bylaws of the Public Financing Authority, <br />established in 1993, were added as Title 25, Chapter 1, and chapters in Titles 26 and 27 were <br />updated and revised. <br />
