Discussion Regarding Proposed Affordable Senior Housing Development (2121 East 14th <br />Street) <br /> <br />Housing Manager Tom Liao explained that Eden Housing entered into an option agreement <br />to purchase the fonner Sir Richards car lot on the comer of East 141h Street and Estabrook <br />Street. Eden Housing is in the process of evaluating the development potential of the <br />property and has begun the pre-application process necessary to build a proposed affordable <br />rental housing development for seniors. Eden is exploring two options: (1) a three-story, 53- <br />unit complex with surface lot parking and (2) a four-story, 84-unit complex with three levels <br />of housing above garage parking. Eden is currently applying for funding sources such as tax <br />credits and HUD Section 202 funds. They expect to request approximately $4 million in <br />Redevelopment Agency assistance from the Housing Set-Aside Fund for the 53-unit <br />complex, or $6 million in assistance for the 84-unit complex. <br /> <br />Tom Liao introduced Linda Mandolini the Executive Director of Eden Housing. Ms. <br />Mandolini described Eden's successes in San Leandro and the positive relationship Eden has <br />with the Redevelopment Agency. The cooperative atmosphere and strong community <br />outreach effort used in the development of the Fuller Gardens project will serve as a model <br />for this development. She further acknowledged some of the challenges with the site and the <br />need to work closely with neighbors on such issues as parking and building massing. <br /> <br />Councilmember Grant inquired if this proposed approach would be similar to that which was <br />used to develop the Broadmoor Plaza Senior Housing Community in 2001. In particular she <br />noted the formation of a local board to oversee the project. Ms. Mandolini responded that a <br />local board would be formed once a decision was made to proceed with the project. <br />
