<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />TO: <br /> <br />John Jermanis, City Manager <br /> <br /> <br /> <br />DATE: <br /> <br />April 2, 2007 <br /> <br />FROM: Uchenna Udemezue, Directo <br />Engineering and Transportati epartment <br /> <br />BY: Kenneth Joseph, City Engine !II <br />SUBJECT PROJECT/PROJECT DESCRI~ION: <br /> <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />ENVIRONMENTAL SCIENCE ASSOCIATES (ESA) RELATING TO THE SHORELINE <br />RIPRAP CONSTRUCTION, PROJECT NO. 147-42-148 <br /> <br />This project will restore and protect the shoreline along the Bay Trail in San Leandro from future <br />winter storm damage. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends approval of a contractual services agreement with Environmental Science <br />Associates in the amount of$29,398 for the subject project. <br /> <br />BACKGROUND <br /> <br />The series of storms that occurred over the New Year's Day weekend in 2006 brought a <br />combination of heavy rains, floodwaters, high winds, wave action, and surge tides. As a result, <br />floodwaters overtopped the banks of the shoreline levees, dumping hundreds of tons of debris on <br />the Bay Trail, Marina parking lots, dikes, and marshlands. Large areas of riprap were washed <br />away or damaged during the storms, resulting in damage to the Bay Trail and other shoreline <br />access points. <br /> <br />Analvsis <br /> <br />The subject site consists of the existing Bay Trail that runs south of Monarch Bay Drive. A <br />paved trail exists for about 1.5 to 2 miles. There are some slope failures on the marsh side of the <br />trail as a result of damage (washed out) during the storms. The marsh is inhabited by special <br />status species (i.e., California clapper rail, salt-marsh harvest mouse). ESA will consult with <br />U.S. Fish and Wildlife (USFWS) through the U.S. Army Corps of Engineers (Corps) prior to <br />construction. Additionally, ESA will expedite permit approvals from the Bay Conservation and <br />Development Commission (BCDC), and the Regional Water Quality Control Board (RWQCB). <br /> <br />ESA has been selected due to its extensive experience with the San Leandro marshlands and in <br />handling permit applications that require mitigation measure involving special status species. <br />
