Cooke, Principal En neer q~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: V' [1 <br /> <br /> <br /> <br />DATE: <br /> <br />May 7, 2007 <br /> <br />RESOLUTION AUTHORIZING SUBMISSION OF A REQUEST TO THE METROPOLITAN <br />TRANSPORTATION COMMISSION (MTC) FOR THE ALLOCATION OF FISCAL YEAR <br />2007-08 TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 <br />PEDESTRIANIBICYCLE PROJECT FUNDING <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Annually, the City of San Leandro applies for TDA funding from the MTC for pedestrian <br />improvements throughout the city. The grant monies are paid in arrears of any capital <br />improvements and require advanced funding through the grant fund for the actual improvements. <br /> <br />It is recommended that the City Council adopt a resolution approving the submitted project and <br />authorizing the City Manager or his designee to submit a request to the MTC for the allocation of <br />Fiscal Year 2007 -08 TDA Article 3 Pedestrian/Bicycle project funding. <br /> <br />BACKGROUND <br /> <br />Analvsis <br /> <br />In the nine-county bay region, the MTC makes TDA funds available for pedestrian/bicycle <br />purposes. The MTC makes annual allocations of TDA Article 3 funds to eligible claimants after <br />review of applications submitted by counties or congestion management agencies. Alameda <br />County is responsible for submitting an annual program of projects that are initiated by each city <br />in the county. <br /> <br />Annually, the City applies for TDA grant funds from the MTC for pedestrian improvements <br />throughout the city. The TDA grant funds are distributed by population. The City is entitled to <br />$76,537 for this next fiscal year. These funds will be used to install the following: handicap <br />ramps, sidewalk bulb-outs, pedestrian safety signage, accessible pedestrian traffic signals, and <br />lighted crosswalks at various locations citywide. Grant funds will be used to finance the <br />improvements prior to receipt of the TDA funds. The grant fund account will be reimbursed by <br />the funds received from the TDA grant. <br />
