CITY COUNCIL FINANCE COMMITTEE

May 1, 2007
4:00 p.m. - 5:30 p.m.

San Leandro City Hall
835 East 14th Street
San Leandro, California
(Sister Cities Gallery)

HIGHLIGHTS

Committee Members: (Chair) Vice Mayor Grant and Councilmember Starosciak

City Staff Present: Assistant City Manager Hollister, Finance Director Baloca, Human
Resources Director Caire, Deputy Finance Director Rodriguez, Senior
Accountant Galvin, Assistant to the City Manager Battenberg, Public
Information Officer McCrea.

Public Present: Robert Arce, Brad Beal, Wendell Chin, Ms. Coming, Lou Filipovich,
Rachel Gallagher, Diana Gentry, Charles Gilcrest, Howard Greenwich,
Doug Jones, Jennifer Lin, Councilmember Jim ProIa, and Craig William

The meeting was called to order at 4:00 p.m.

1. Continued Discussion Regarding Proposed Living Wage Ordinance

At the March 20, 2007 meeting, the Finance Committee requested that staff provide additional
information regarding the Living Wage. The requested items include: (1) a matrix on the
community-based organizations, Marina leases (i.e. American Golf, El Torito, Horatio's, and
Marina Inn), and other City service providers (e.g. M.V. Transportation) that may be affected by
a living wage; (2) a comparative matrix of Living Wage Attributes from other Bay Area Cities;
and (3) staffs Position Recommendations for the Committee's review.

After reviewing the additional information requested, Chair Grant commented on the appearance
that most non-profits as well as the for-profits may not be affected except for the American Golf
Corporation. Council Member Starosciak recommended letting Council discuss the Living
Wage attributes using the data collected by staff. Assistant City Manager Hollister was
concerned about establishing a rate matrix, given the wide disparity in rates with other Bay Area
cities. Grant and Starosciak were also concerned about how it would affect the City's current
part-time and seasonal employees, especially those who may not benefit from the Living Wage
Ordinance.

1
