Sims, Interim Community Development Director~ <br />. . g! ,\\.1 <br />Tom Llao, Housm CDBG Manager <br /> <br />FROM: <br /> <br />VIA: <br /> <br />BY: <br /> <br />Jean Hom, Housing Services Specialist~ <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br /> <br />MA TIER OF APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />AGREEMENTS FOR FY 2007-2008 BETWEEN THE CITY OF SAN LEANDRO AND CDBG <br />SUBRECIPIENTS: BUILDING FUTURES WITH WOMEN AND CHILDREN (BFWC); DAVIS <br />STREET FAMILY RESOURCE CENTER (DSFRC); PROJECT LITERACY; AND, EDEN <br />COUNCIL FOR HOPE AND OPPORTUNITY (ECHO) FOR FAIR HOUSING SERVICES AND <br />LANDLORD-TENANT COUNSELING <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council approve a resolution to enter into five agreements with <br />the following service providers: Building Futures With Women and Children ($28,750), Davis <br />Street Family Resource Center ($24,685), Project Literacy ($30,000), and Eden Council for <br />Hope and Opportunity (ECHO) Housing for fair housing services ($14,000) and landlord-tenant <br />counseling services ($29,750). These CDBG projects were authorized by the City Council on <br />April 16, 2007, in the 2007-2008 Consolidated Action Plan. <br /> <br />BACKGROUND <br /> <br />The City of San Leandro has contracted with and awarded CDBG public services funds to <br />BFWC, DSFRC, Project Literacy, and ECHO in previous years, including FY2006-07. These <br />organizations have continued to meet their annual objectives and provide needed services to San <br />Leandrans. These organizations applied for CDBG funds under the City's Community <br />Assistance Fund in February 2006 and were recommended for FY 2006-07 and FY 2007-08 <br />CDBG funding by the Human Services Commission on April 26, 2006. <br /> <br />DISCUSSION <br /> <br />For FY2007-08, five agreements totaling $127,185 require Council approval: four of the <br />agreements are part of the CDBG public services budget, and one is for fair housing services <br />which is part ofthe CDBG administrative budget (see summary table below). The projects have <br />been approved by the City Council as part ofthe 2007-2008 Consolidated Action Plan. <br />
