No comments were received <br />during this period. <br /> <br />Staff recommends that the City Council, as lead agency, adopt a Mitigated Negative Declaration <br />for the construction of a new pedestrianlbicycle bridge and trail to connect the Oyster Bay <br />Regional Shoreline, owned by East Bay Regional Park District and located in the City of San <br />Leandro, with recently constructed Bay Trail facilities that are located to the north on property <br />owned by the Port of Oakland. <br /> <br />BACKGROUND <br /> <br />Oyster Bay Regional Park is a 170-acre park located at the west end of Davis Street. The park <br />was built on a former landfill and is mostly undeveloped. An existing paved bicycle path runs <br />along the park's northern perimeter adjacent to the slough, sweeping west along the waterfront to <br />Neptune Drive. From Neptune Drive, the bicycle path continues south past the San Leandro <br />Marina and beyond the San Mateo Bridge. <br /> <br />A feasibility study entitled "Pedestrian and Bicycle Bridge San Francisco Bay Trail" was <br />completed in March 2002. The study reviewed the design and environmental considerations for <br />construction of a bridge across the slough north of Oyster Bay Regional Park and the trail <br />connecting this bridge with the existing San Francisco Bay Trail constructed within the City of <br />Oakland. In 2005, Mark Thomas & Company, Inc. completed the design of the Bay Trail Bridge <br />and connecting trail. <br />
