Discussion Regarding Chronology of the City's Fair Housing and Anti-discrimination <br />Efforts Since the 1970s <br /> <br />City Manager John Jermanis reported to the Committee that, in recent months, there have been <br />comments raised about San Leandro's reputation in the 1970s and 80s as being a racist <br />community, particularly regarding discrimination in housing opportunities for non-whites. Based <br />on staff discussion regarding the matter, the City Manager asked that a chronicle be made of the <br />actions the City has taken in the past 30 years regarding efforts to end housing discrimination and <br />promote diversity in the community. <br /> <br />Community Relations Representative Kathy Ornelas presented a 9-page chronology of measures <br />taken by the City Council, as well as City programs and services since 1968 in this regard. This <br />has included: policy statements and resolutions by the City Council; an advisory committee <br />established by Mayor Jack Maltester to hear complaints regarding housing discrimination; a 1972 <br />$50,000 HOD demonstration project to help facilitate community discussions and develop a <br />work plan to achieve open housing in San Leandro; adoption of the Community Assistance and <br />Community Benefit Grant Programs to support programs and services around cultural issues; <br />since 1975 the City as followed the annual process of filing a Housing Assistance and Public <br />Facilities Plan in compliance with the Housing and Community Development Act; held <br />
