The program is utilized by <br />the community to ensure equitable rent increases and is applicable to multi-family residential <br />properties of three units or more and also includes mobile homes if a tenant rents the mobile <br />housing unit. <br /> <br />Staff recommends that the City Council 1) review and approve the annual Rent Review Program <br />Evaluation for June 2006 through May 2007 and 2) renominate and reappoint Lizzie Brown and <br />Thomas Silva to the Rent Review Board. <br /> <br />BACKGROUND <br /> <br />Title N, Chapter 32, Article 5, 4-32-500 of the City's Municipal Code requires an annual review <br />of the Rent Review Program by the City Council. Since May 2001, the Rent Review Program <br />has been an integral part of the Housing Services Division. The Rent Review Program has <br />proven to serve as a helpful resource for landlords and tenants that seek information regarding <br />lawful and reasonable rent increases. <br /> <br />Annual Rent Review Proeram Evaluation (June 2006 - May 2007) <br /> <br />From June 2006 to May 2007, 81 tenant and landlord inquiries were addressed by staff (see <br />Attachment A: Rent Review Program Inquiries). The volume of inquiries increased slightly over <br />the same period last year when staff responded to 75 tenant and landlord inquiries. Short-term <br />projections are that rents will continue to increase incrementally in the future. Therefore, staff <br />
